| SUBJECT: Communication to ILS Customers re: Proton Return-to-Flight Status | |
| In this second general communication to customers, we are confident all efforts are being made to ensure a timely Proton return to flight that is effective, safe and successful. | |
| Anatoly Perminov, head of the Russian Space Agency (Roscosmos) as well as chairman of the State Commission investigating the Proton failure incident with JCSAT-11, reports that the commission is completing its work. He has indicated that Roscosmos will report the findings by the end of this week. | |
| The most likely cause of the failure is not officially reported at this point; however, the issue is straightforward and can be addressed in a timely manner. | |
| The members of the ILS Failure Oversight Review Board (FROB) are preparing for the official briefings in early October by members of the Russian commission upon the completion of the report. | |
| With the diligent efforts of everyone involved, the Russian federal manifest will be re-established in the near term. With that accomplished, ILS will re-set the commercial manifest for 2007, with full confidence of mission success. | |
